Coronavirus (COVID-19) roadmap for reopening

From Sunday 11:59pm 18 October 2020 changes are being made to restrictions in both metropolitan Melbourne and regional Victoria.

The below applies to businesses operating in Metropolitan Melbourne:

Second Step: 11:59pm 18 October 2020

• Hospitality: take-away and delivery only
• Retail: essential only with others only for click and collect. Hairdressing can open
• Outdoor recreation: must be within 25km, can use outdoor sport and recreation facilities with restrictions. Outdoor personal training allowed with up to 2 people per trainer (trainer not included in limit), outdoor pools open.
• Entertainment: All venues closed

Third Step: 11:59pm 1 November 2020

Subject to public health assessment of epidemiological conditions.

• Hospitality: limited indoor and predominantly outdoor seated service, group limit of 10 and density limits, and indoor cap 20 patrons and outdoor cap 50 patrons per venue
• Retail: re-opens and beauty/personal care services open where a face covering can be worn for the duration of service
• Shopping: no person limits
• Outdoor contact and non-contact sport for ≤18s, outdoor non-contact sport only for adults, with gathering and density limits, outdoor fitness for 10 people.
• Entertainment: outdoor venues and spaces open with density quotients, patron caps and COVIDSafe Plans which must be published online for large spaces.

Last Step: When threshold met
Subject to public health assessment of epidemiological conditions.

• Hospitality: indoor (group limit of 20 and seated service, cap 50 patrons), outdoor dining subject to density quotient
• Retail: all open
• No exercise restrictions. Facilities open subject to safety measures. Organised contact sports resume for all ages. Limitations for spectators
• Entertainment: indoor and outdoor venues open with density quotient and patron caps.
  Staged return to events with seated spectators. Large events treated on an individual basis based on requirements and epidemiology at the time

COVID Normal: When threshold met
Subject to public health assessment of epidemiological conditions.

• Hospitality: no restrictions but recordkeeping of patrons to continue
• Retail: all open
• No restrictions on community sports or spectators
• Entertainment venues: open, safety measures and record-keeping
